Required Documents for Apartment Decision Book Notary Approval: Step-by-Step Guide — The general assembly is the highest decision-making body of apartment management. According to CMA Articles 29-30, it is mandatory to convene at least once a year.
Meeting Process
At least 15 days before the meeting, a signed invitation is sent to all unit owners. In the first meeting, majority in number and land share is required; if not achieved, the second meeting is held with those attending.
Decision Book
All decisions taken must be recorded in the notary-certified decision book and signed by the participants. Decisions that are not signed may be considered legally invalid.
Warning: Decisions made without proper invitation may be annulled by the court. Unit owners can file an annulment lawsuit within 1 month.
CMA Article 29 — General Assembly: The unit owners' board holds an ordinary meeting at least once a year, in January-February. The meeting invitation is served with signature confirmation at least 15 days in advance.
CMA Article 30 — Meeting and Decision Quorum: In the first meeting, majority in number and land share is required. If the quorum is not met, the second meeting is held 15 days later; in this meeting, decisions are made by the simple majority of attendees. However, for matters requiring special quorum such as manager election, the double majority requirement also applies in the second meeting.
CMA Article 31 — Proxy and Voting: Unit owners may attend the meeting in person or through a proxy. One person cannot hold proxy for more than 5% of the number of unit owners (maximum 1 proxy in a 20-unit apartment).
